Idaho State EQIP
General Description

The Environmental Quality Incentives Program (EQIP) is a
voluntary conservation program from the USDA Natural Resources Conservation
Service (NRCS), re-authorized in the
2008 Farm Bill. The program supports production agriculture and
environmental quality as compatible goals. Through EQIP, farmers may
receive financial and technical help with structural and management
conservation practices on agricultural land.
Incentive payments may be made to encourage a farmer to adopt land
management practices, such as nutrient management, manure management,
pasture management and wildlife habitat management. Incentive payments are
limited to three years in order to encourage land owners to adopt better
management.
NRCS accepts applications for EQIP all year, with one or
more ranking periods set annually. The fiscal year 2013 application and
ranking periods have not been determined. Sign-ups are conducted at
USDA Service Centers.
This is the second year that Idaho has been selected as
a pilot state to offer financial assistance through EQIP to develop
Spill Prevention, Control and Countermeasure (SPCC) Conservation Activity Plans
(CAP). The U.S. Environmental Protection Agency (EPA) requires that all oil
product storage facilities which contain 10,000 gallons or more must have a SPCC
plan developed by a registered Professional Engineer (PE). Financial assistance
of up to $2,592 is available for the development of qualified SPCC CAPs.
Sign-up for this program are ongoing. Sign-up has been extended to
March 15, 2013. Visit your local USDA Service Center for
more information. Financial assistance for the construction of SPCC containment
facilities is also available to producers who have an approved SPCC design at
the time of the sign-up. The design must have been prepared by a licensed
Professional Engineer.
