The program, administered by the Natural Resource Conservation Service (NRCS), rewards good stewardship and conservation practices through a multi-level payment system. Producers in Idaho County received $1.6 million in the 2005 sign-up. The 2006 sign-up includes the Clearwater and Lower North Fork of the Clearwater watersheds. Producers must have the majority of an operation in these areas to qualify. Applicants are required to have one soil sample in the last five years on each piece of enrolled ground. Operators must also be able to show reasonable documentation of rental agreements for the duration of the five- to ten-year program. This does not have to be formal leases but could include letters of intent. Sample documents are available on the NRCS website at www.id.nrcs.usda.gov. Public meetings are being scheduled throughout Idaho, Lewis, Clearwater, Nez Perce and Latah counties in late November. Meeting information will be available soon.
