SUBJECT:  PER - Fiscal Year 2008 Training Needs Inventory

Purpose. To request FY 2008 training needs for all employees

Expiration Date.  September 30, 2008

Action required: November 16, 2007 (All Supervisors)
Action required: December 3, 2007 (ACs, ASTCs)

This bulletin requests all supervisors, in consultation with their employees, complete the attached Training Needs Inventory (TNI) FY 2008.  Training needs are identified, between the employee and supervisor, as a result of the development and review of employee’s Individual Development Plan (IDP). We’re providing the “Proposed Statewide Courses”, identified as priorities by leadership, are categorized by Courses to be conducted by the Technical Services Staff and by Courses to be conducted by other Idaho State Staff, or other agencies.  

Using the attached TNI FY 2008 spreadsheet;

  1. List employee name

  2. List Training Source

  3. List Training Title

  4. List “Other Training” needs (i.e., PowerPoint, USDA Graduate School courses, Grant Writing, ATV training, CPR training, etc. These training needs can be identified by course OR topic)  

  5. Once all training is listed, then prioritize.

Do not include items such as mandated USDA Computer Security Awareness Training, USDA Privacy Basics Training, or Civil Rights training.  Please be realistic about the number of training sessions an employee could attend in one year. Do not submit training needs that can be met through on-the-job training or using field, area, or state office resources. Some other training alternatives to consider are AgLearn on-line training modules or the National Soils website also provides training resources http://soils.usda.gov/education/.  The West National Technology Support Center has a list of available training materials http://www.nrcs.usda.gov/about/ntsc/west/training/index.html

The staff at the National Employee Development Center (NEDC) has worked hard to develop the NEDC 2008 training schedule. However, due to the budget guidance issued and the uncertainty of the full Fiscal Year 2008 funding level, NEDC will not release the training schedule until more definitive information is available.  We’ll keep you updated on the availability of NEDC courses.

Completed spreadsheets for all employees are to be submitted by supervisors to the appropriate Area Conservationist or Assistant State Conservationists via email by November 16, 2007.  This deadline was established by the training committee.

Area Conservationists and Assistant State Conservationists are to review, compile and submit the spreadsheets to Nanette Cambron, Training Officer by close of business December 3, 2007.

The completed TNI’s will be reviewed by the Training Committee. After training priorities have been identified and approved, and the FY 2008 budget known, a list of approved FY 2008 training will be distributed to all employees.
