SUBJECT:  PER - Processing Performance Appraisals and Awards for Fiscal Year 2007

TO:  All Employees, NRCS, Idaho

Purpose.  To provide guidance for the closeout of Fiscal Year 2007 performance appraisals and performance awards.

Expiration Date.  November 30, 2007

Action Due Date: October 31, 2007

It is once again time to complete performance reviews for FY 2007.  National Bulletin 360-7-33 provides detailed instructions in the completion of your reviews along with guidance on performance awards.  Performance Reviews are to be completed by October 31, 2007.  Changes in the NRCS performance management system were made as part of a government-wide effort to move towards a pay-for-performance system and to provide recognition for high performing employees. 

The rating period for all employees is October 1, 2006 through September 30, 2007.  In most cases, performance plans for Fiscal Year 2007 were effective after October 1, 2006, to allow time for employee performance objectives to be aligned with the NRCS Strategic Plan and the NRCS Business Plan for Fiscal Year 2007 and for the cascading of performance objectives from SES Performance Agreements.  Performance standards must have been effective for at least 90 days in order for employees to be rated against these standards. 

Ratings may not be communicated to employees prior to approval by the Reviewing Official, e.g. the Area Conservationist is the reviewing official for employee ratings completed by the District Conservationists.  

Documentation is required for each element in which the employee receives a rating of “Exceeds Fully Successful” or “Does Not Meet Fully Successful.”  

Awards

Submit your award nominations, including Quality Step Increases (QSI’s), along with justification statements through your supervisor to the appropriate ASTC for concurrence and submission to the Human Resources office.  HR will forward to the State Conservationist for final approval.  Awards will be entered into EmpowHR by the State Office. Please review articles on the Idaho Civil Rights website http://www.id.nrcs.usda.gov/about/civil_rights.html for ideas on how you might succeed in your Civil Rights/EEO performance standard.  You may have accomplished some of the items discussed but not realized they could add value to performing successfully or higher in this element. 

FY 2008 Performance Plans

Do not implement your FY 2008 Performance Plans in EmpowHR until you receive further instruction.  We anticipate that a National Bulletin will be released the week of September 10 which will include some changes from the process done in FY 2007.
