SUBJECT:  PER - Individual Development Plan

TO:  All Employees, NRCS, Idaho

Purpose.  To provide information and guidance regarding Idaho’s Individual Development Plans (IDP’s).

Expiration Date.  September 30, 2007

Action Due Date: May 15, 2007

It is NRCS policy that all employees have an Individual Development Plan (IDP). Employees need to have an IDP in order to assess and strengthen skills, knowledge, and abilities. An IDP is prepared in coordination between employees and supervisors, both to identify skill and to target training opportunities. Training needs are then developed from the IDP.

Templates have been prepared electronically for five disciplines in the state and are attached to this bulletin. Also attached is Attachment A - Management/Administrative Activities.  Attachment A is to be used and included as part of each IDP.

Customization of these templates can certainly be expected for employees filling special job objectives. Feel free to adjust individual training objectives as needed.

For other disciplines, there are several templates available in hard copy. You can either use the attached templates as building blocks, to edit and modify as you need for other disciplines, or request a hard copy template be sent to you. Send your requests to Sue Ellis at Sue.Ellis@id.usda.gov.

Idaho also has an IDP web-based database that is in the testing stages. Several employees have tested this database and found it to be useful. It has a majority of the discipline templates in place. The database provides an excellent opportunity for both the employee and supervisor to discuss the desired proficiency level for the position that the employee occupies and the needed knowledge and skills to obtain the desired proficiency level. About four (4) hours are needed to complete your IDP with this database. One of the main differences between the web-based program and the manual completion of the templates is that the database will maintain an electronic history for the employee and supervisor as well as project future needs, and allows for managers to determine training needs from the one-time entry into the database. If you are interested in testing this database in lieu of developing a manual IDP, please send a request to Sue Ellis.

IDP’s (manual or web-based) are to be completed by May 15, 2007. Mid-year performance review time would be an excellent opportunity for supervisors and employees to develop IDP’s if not already done. For any questions, contact Sue Ellis at 208-278-5733 or Susan Tharp at 208-378-5704.
