SUBJECT:  PER - Performance Management - Mid-year performance reviews

TO:  All Employees, NRCS, Idaho

Purpose.  To remind supervisors to conduct mid-year performance reviews.

Expiration Date.  September 30, 2007

Action Due Date: April 16, 2007

NRCS policy requires a minimum of one formal progress review during the performance period (GM-360. Part 409, subpart C, 409.22). Supervisors are encouraged to communicate with employees throughout the year regarding employee’s performance, but must conduct at least one documented mid-year review. In Idaho, the due date for this review is April 16, 2007.

Conducting a mid-year review provides the opportunity for the supervisor and the employee to discuss the employee’s progress toward achieving performance standards and ensure that the critical and non-critical elements in the performance plan remain current and accurate. It also provides the opportunity to identify strengths or any performance deficiencies that need to be corrected prior to September 30, 2007, the end of the performance year.

Key points of the review should be documented on the electronic performance plan. The supervisor initiates the documentation of the review on the employee’s plan, maintained in ICAMS/EmpowHR https://icams.usda.gov/. The performance review process provides an opportune time to develop and discuss the Individual Development Plan (IDP). A bulletin will be forthcoming giving guidance on the IDP process.
