SUBJECT:  PER - Agricultural Conservation Enrollees/Seniors Project (ACES)

TO:  State Leadership Team, Idaho

Purpose.  To provide information about the Agricultural Conservation Enrollees/Seniors Projects (ACES).

The Agricultural Conservation Enrollees/Seniors Project (ACES) is a program that has been developed by NRCS to obtain the services of experienced workers age 40 or older on a temporary basis through an agreement with The National Older Worker Career Center (NOWCC).  

This program allows experienced older workers to support NRCS employees to meet high conservation workload demands and enables producers to receive the conservation assistance they need relative to the Farm Bill.  ACES participants are not considered to be federal employees and cannot displace NRCS employees.  They may earn benefits depending on the number of hours they work in a week.  They may work 20 to 40 hours a week under the guidance of an NRCS employee.

There are four levels of positions that may be filled with an ACES participant.  The levels are:  1) Clerical – non typing or light typing; 2) Clerical – proficient typing and/or computer use; 

3)  Technical; and 4) Professional.  The pay is commensurate with the level of the position.   Examples could include administrative support, technical support such as a Soil Conservation Technician (SCT) or a Civil Engineering Technician (CET), or a professional such as a Soil Conservationist or Range Conservationist that may be needed on a temporary basis.

The State needs to determine how many positions we would like to fill, develop a position description for each position and do a cost worksheet showing funding for these positions.  This all needs to be done and submitted to Headquarters by January 30, 2006.  Once the requests for positions have been received by the State Office a determination will be made as to how many positions will be funded.

We are asking each of you to determine if you would be able to use one of these positions, if so, we need to know how many hours per week the individual would work.  If you would like to request a position, please complete the position description on the attached worksheet (pages 13 – 16).  An example, (pages 17 – 20) along with the instructions is attached.  The monitor, as discussed in the position description, is the NRCS employee that will be overseeing the work of the individual.  Submit requests to your Area Conservationist (AC) or appropriate State Leadership Team member by January 19, 2006.  AC’s and other Leadership Team members please submitted the concurred packages to: Bobbi Teigen, Human Resources Officer, by January 25, 2006.
