Idaho Bulletin 360-5-3

January 14, 2005

SUBJECT:  PER - Employee Participation in NRCS programs or NRCS assisted programs

TO:  All Employees, NRCS, Idaho

Purpose.  To transmit information on restrictions on NRCS staff activities when participating in NRCS programs or NRCS assisted programs

Expiration Date.  September 30, 2005

Attached are two documents that outline restrictions regarding employee activities when participating in NRCS programs.

The first document “Employee Participation in NRCS Programs or NRCS Assisted Programs” outlines the activities which employees must do when participating in NRCS directed or assisted programs.

The second document “Technical Assistance Matrix for Ethical Program Delivery” outlines much of the information in a matrix format.

Supervisors are to assure that each employee is aware of the limitations that must be placed on their work activities when applying for or accepted into a NRCS directed or assisted program.

For further information on this issue, an effected employee is directed to contact their ethics advisor.  Idaho’s ethics advisor is Susan Tharp, State Administrative Officer.  Susan can be contacted by email at susan.tharp@id.usda.gov or by phone at 208-378-5704.
