Self paced method of training pertains to reviewing/reading the listed references for the various training items. “Self-paced” typically pertains to skill level 1 and 2, awareness/understand or knowledge of the subject.

OJT training pertains more to higher skill level 2 to skill level 3. Level 3 means that the employee can perform the job with supervision. An employee reaching skill level 3 is becoming proficient in doing the work.

Formal training in the technical disciplines is typically provided to develop a higher (broader range of knowledge/ability) skill level 4 and for people expected to provide training one on one or in an OJT setting.

A course in itself does not indicate a skill level.  A person could get to skill 5 with no formal course (all done by self and OJT), however typically skill level 5 is obtained by some formal training and the person doing a number of jobs (OJT). A skill level 5 indicates expertise and the knowledge to teach the material in group settings.

The emphasis for training ought to be on the self paced modules where available, reviews of technical handbooks and OJT. It is important to understand that the way a person advances in any skill is through work and accomplishment in that area.
