Idaho Bulletin 360-5-2

November 8, 2004

SUBJECT:  PER - Training for Individual Development Plan (IDP) for FY 2005

TO:  All Employees, NRCS, Idaho

Purpose.  To provide Individual Development Plan templates for development of FY 2005 employee training needs.

Expiration Date.  September 30, 2005

Action required by: December 3, 2004

Attached are several documents for your use in preparing Individual Development Plans (IDP).  All employees need to have an IDP in order to assess and strengthen skills, knowledge, and abilities.  An IDP is prepared in coordination between employees and supervisors, both to identify skill and to target training opportunities.

Training Templates

Templates have been prepared for six disciplines in the state:

Civil Engineering Technician
Engineer
Range Conservationist
Soil Conservationist
Soil Conservation Technician
Soil Scientist

Customization of these templates can certainly be expected for employees filling special job objectives.  Feel free to adjust individual training objectives as needed.

For other disciplines, please use these templates as building blocks, to edit and modify as you need.

Completed IDP's for all employees need to be completed by supervisors.

Worksheet ID-IDP-04-1

After you have developed an IDP for yourself and your employees, you need to complete the electronic spreadsheet ID-IDP-04-1.  This worksheet will help to develop, schedule, and prioritize training opportunities for FY 2005.  Please fill out the excel spreadsheet, which includes drop down menus for various categories.

Training is offered in Idaho by various sources and methods:

  • On-The-Job Training (OJT) - includes specialized or individualized training given at the local level or by self-paced modules.  Identify only self-paced modules that are prerequisites for other required courses on the ID-IDP-04-1. Please do not include the OJT that is typically handled with your respective office activities.

  • Workshops - These are more formal than OJT and include training sessions given by Area and State Office personnel or training given regionally to several states.  There is usually no tuition for these courses. There may be travel costs.

  • NEDC - These are formal training courses, with tuition and usually with travel, that are offered nationally through the Employment Development Center.

  • Other Formal - These training opportunities are offered by other agencies or companies and usually include tuition.

ACTION:

Identify training needs for all employees for FY05.   Normally, the first method to utilize for training is OJT.  If training can be obtained through OJT or locally, schedule that first.  Keep formal training for those skill needs that cannot be filled at the local, state, or regional level.  Employees should not be expected to travel to more than a few formal training sessions.

Completed Worksheets ID-IDP-04-1 for all employees needs to be sent by supervisors to the appropriate State Office Assistant State Conservationist or Area Conservationist via email (electronically)  by December 3, 2004.
