SUBJECT:  PER - FY 2005 Performance Appraisals and FY 2006 Performance Work Plans

TO:  All Employees, NRCS, Idaho

Purpose.  Provide guidance on the process for final review and closeout of FY 2005 performance work plans and the process to develop interim FY 2006 performance work plans through ICAMS

FY 2005 Performance Work Plans

This is the time of year for supervisors to review with employees their performance appraisal, training needs and to identify those employees deserving of awards. Fiscal year 2005 performance appraisals are to be completed and a copy sent to Human Resources by November 30.

Supervisors who have employees on board for less than 90 days do not need to complete a close-out for FY 2005. Supervisors will, however, need to establish a performance work plan for FY 2006.

Attached is a step-by-step procedure to use in completing FY 05 performance appraisals in ICAMS.

FY 2006 Performance Work Plans

NRCS will implement a new five-level performance management rating system, as mandated by the Department of Agriculture for employees in grades GS-15 and below. This new policy is scheduled for release effective December 15, 2005.

From October 1, 2005 through the issuance of the new Agency policy, NRCS will continue to use the current pass/fail performance system. ICAMS will be available for use during this period. We recommend that employee’s performance standards for FY 2005 be utilized for FY 2006, with changes as necessary to reflect new or cancelled functions and duties.

Guidelines and forms for the new multi-level performance system will be distributed as soon as they are released from national headquarters.
