SUBJECT:  EOP - Idaho Special Emphasis Program Managers, Hispanic Emphasis Program, Native American Special Emphasis Program

TO:  All Employees, NRCS, Idaho

Purpose.  To request nominations for two (2) Special Emphasis Program Manager position vacancies on the Idaho Civil Rights Committee

Expiration Date.  September 30, 2008

Action required by (for those interested): September 24, 2007


The following two (2) Special Emphasis Program Manager collateral duty positions will soon become vacant:

  • Hispanic Emphasis Program Manager

  • American Indian Special Emphasis Program Manager

Goals:

  • Establish long range and annual goals consistent with the objectives of the program
  • Monitor and evaluate progress in completing activities and meeting established objectives

Duties of these collateral positions include:

  • Disseminate information to employees and others on the objectives, goals and accomplishments of the respective program
  • Identify recruitment and outreach sources and participate in recruitment efforts
  • Identify barriers for program delivery and recommend strategies for improvement
  • Attend national, regional and state meetings for the program and share information from these meetings
  • Serve as a member of the Idaho Civil Rights Committee (CRC)

Some travel is expected for meetings, conferences, and possibly recruitment.  Program managers spend no more than 10 percent of their official time on these collateral assignments.  The term is four years on a fiscal year basis.

The Idaho Civil Rights committee is a standing committee which:

  • Serves as an advisory body to promote and assist in meaningful and effective affirmative actions consistent with the goals and objectives established by management.
  • Provides feedback on performance of the equal opportunity and other civil rights programs, identifies areas of weakness, and makes recommendations for improvement.
  • Makes recommendations to the State Conservationist regarding policies, practices, and procedures as they affect civil rights in Idaho.

Committee members should be self-starters who are willing to assist in the completion of actions identified in the Idaho NRCS CRC business plan.

Candidates do not have to be representative of the vacancy they are applying for and must be a full-time employee.

If you are interested in applying for this collateral duty position, please complete the attached form and return it to Sue Ellis, Human Resources Specialist, NRCS, Idaho State Office, Boise, by September 24, 2007.  Your supervisor’s concurrence is required.  Selections will be made by the State Conservationist.

Martha Nunez-Haguis is the current Hispanic Emphasis Program Manager.  Her term ends November 1, 2007.  Kurt Cates is the current American Indian Special Emphasis Program Manager.  His term ends September 30, 2007.
