SUBJECT:  EOP - Civil Rights Compliance Review

TO:  All Employees, NRCS, Idaho

Purpose.  To provide direction and guidance for required RSNOD (Race, Sex, National Origin and Disability) status for Soil and Water Conservation District Board Members.

Expiration Date.  September 30, 2007

Action required by: May 15, 2007


The Soil and Water Conservation Districts (SWCD) in Idaho hold annual elections to select Soil Conservation District Supervisors. When a new supervisor is elected or existing board members are replaced it may change the civil rights makeup of those district boards. NRCS is required to track the RSNOD (Race, Sex, National Origin and Disability) of the District Boards, RC&D Councils and State Technical Committees.

Based on information obtained from the Idaho Soil Conservation Commission the current elected Soil Conservation District Board Supervisors have been loaded into the tracking database in PRS. The precise makeup or RSNOD of those members are not confirmed. Assumptions were made based on name alone.

Therefore, each District Conservationist needs to access PRS and verify the SWCD board information.

Following are the instructions for this process:

Log into PRS
            Select ‘Data Entry’ at the top
            On the bottom left margin click on ‘Board Membership’
            Select ‘Idaho’ in the ‘Select a State’ dropdown
            Select ‘Conservation District Board -NRCS’ in the ‘Select Org Type’

In the bottom window select your district board or boards and click ‘Search’ to get a listing of the current members.

Each person’s name that is currently elected to your Conservation District Board or Boards will be listed. Verify that the persons listed are correct. Their name will be a blue hyperlink that will open to an Affiliate window with more detailed information about each individual. Open each person’s hyperlink and at the bottom of that Affiliate screen, verify that the RSNOD information is correct.

When the process has been completed District Conservationists (or acting) will send an e-mail to Susan Tharp with a cc to Pam Dugan and Glenn Shea stating that Conservation District Boards and RSNOD information is correct.  If you have questions about how to navigate to the correct location in PRS please contact Glenn Shea at (208) 685-6979.
