SUBJECT:  EOP - Idaho Special Emphasis Program Managers
                          Black Emphasis Program
                          Asian American/Pacific Islander Emphasis Program

TO:   All Employees, NRCS, Idaho

Purpose:  Call for nominations for two Special Emphasis Program Managers

Expiration Date:  September 30, 2008

Action required by (for those interested): July 21, 2008

The following two Special Emphasis Program Manager (SEPM) collateral duty positions will become vacant September 30, 2008.

  • Black Emphasis Program Manager
  • Asian American/Pacific Islander Emphasis Program Manager

Kim Golden is the current Black Emphasis Program Manager.  Leah Juarros is the current Asian American/Pacific Islander Emphasis Program Manager.  Their terms end September 30, 2008.

Duties of these collateral positions include:

  • Assist the State Conservationist to ensure that equal opportunity is present in all aspects of NRCS programs and services. 
  • Identify and assist in removing discriminatory practices and procedures and other barriers to equal opportunity in all employment and program delivery activities.
  • Continually improve hiring, training, retention and promotion opportunities for all qualified individuals to ensure a diverse work force.
  • Disseminate information to employees and others on the objectives, goals and accomplishments of the respective program.
  • Attend national, regional and state meetings for the program and share information from meetings.
  • Serve as a member of the Idaho Civil Rights Committee (CRC).

Some travel is expected for meetings, conferences, and possibly recruitment.  Program managers spend no more than 10 percent of their official time on these collateral assignments.  The term is four years on a fiscal year basis.

SEPM’s should be self-starters and willing to assist in the completion of actions identified in the Idaho NRCS CRC business plan.

Candidates must be full-time employees.  Candidates do not have to be representative of the vacancy for which they are applying.

If you are interested in applying for one of these collateral duty positions, complete the attached form and return to Sue Ellis, Human Resources Officer, NRCS, Idaho State Office, Boise, by July 21, 2008.  Your supervisor’s concurrence is required.  Selections will be made by the State Conservationist.
